I was surprised to see one or more of these feeding over the parking lot when I was about to leave-- I have not been seeing them recently in other places and had assumed that their time this year had come and gone.  I base the ID on Paulson p. 388 where he states that the width of S3 at its narrowest point is about half the length of S3 for costalis, but distinctly more than that for cynosura. I get just about exactly half.

Female perched on weeds near the water and build an egg mass before flying to the creek and ovipositing in what appeared to be 5-6 'drops' of eggs before flying up into nearby trees.
